Risks and Environmental Management in the Development of Renewable Energy in Ukraine Under Conditions of Energy Resilience

The article summarizes and deepens the current understanding of the state and prospects for the development of renewable energy in Ukraine under multifaceted risks caused by ongoing military actions, territorial occupation, destruction of critical infrastructure, financial and investment uncertainty, and economic destabilization. The purpose of this study is to substantiate the directions for sustainable development of renewable energy in Ukraine under multilevel threats that necessitate strengthening the country’s energy security and enhancing the resilience of the national economy. The relevance of the topic is determined by the urgent need to respond promptly to modern challenges, particularly those related to the destruction of critical infrastructure, the high level of dependence on traditional energy sources, and the gradual transition to a low-carbon economy. The research methodology is based on the application of a structural-analytical approach that combines methods of systems analysis, comparative assessment, and scenario modeling for the sector’s development, taking into account existing and projected risks. The applied methods made it possible to identify the most vulnerable links in the generation and distribution of energy, as well as to determine reserves for the decentralization of production and the development of distributed energy systems that can function effectively even under conditions of instability. The study outlines a set of measures for the implementation of environmentally safe innovative technologies that will help reduce the negative impact on the environment and optimize energy resource expenditures. The practical value of the results lies in the possibility of using them to develop strategies for adaptive management in the energy sector, to elaborate effective mechanisms for supporting green projects, and to increase the efficiency of state policy. The developed recommendations can serve as a basis for making managerial decisions at the national and regional levels, contributing to the achievement of sustainable development goals, Ukraine’s integration into the European energy space, and ensuring long-term energy independence.
