South Africa’s local government face persistent structural challenges, including governance failures, administrative inefficiencies and weak human resource management. A 30-year review of local government’s performance reveals that economic, political, and institutional disparities continue to undermine municipal service delivery. Currently, around 29% of municipalities are at risk of collapse due to systemic dysfunction. In response, the Municipal Staff Regulations was introduced in 2021 with the single aim to professionalise local government and standardise human resource practices. The Municipal Staff Regulations provides a framework aimed at standardising organisational design, recruitment, performance management and skills development. This framework is underpinned by a competency model that aligns capabilities with job roles and supports effective talent management. This study aims to investigate the extent of Municipal Staff Regulations implementation in South African local government and is guided by four research questions: (i) What role do managers play in implementing the Municipal Staff Regulations (ii) What specific implementation challenges do municipalities encounter? (iii) What are the reported successes in implementation (iv) What recommendations can be made to enhance the future implementation of the Municipal Staff Regulations? A qualitative research design was used, combining literature on policy implementation with 240 semi-structured interviews across 32 municipalities and one municipal entity. Participants included managers (senior, executive, middle and junior managers, trade unions and politicians). The findings revealed major implementation barriers that includes; resistance to change, limited training, financial constraints and political interference. Recommendations include structured development programs for managers, a central MSR support desk, and annual audits to enhance accountability. The study contributes to implementation theory and provides practical strategies to improve municipal HR capacity and service delivery.
