The research aims to identify the features and directions of the social protection system for the population of the Khabarovsk Krai in the early 1990s, based on an analysis of legal and regulatory acts and archival materials reflecting its implementation in 1992-1994. The analyzed federal and regional documents (Constitution, laws, decrees, resolutions, local acts) made it possible to trace the specifics and mechanisms of social policy in the region, identify the problems faced by the authorities, and assess its results by 1994. The author reveals the concept of social protection, the mechanisms for its implementation in the Khabarovsk Krai, identifies the main problems faced by regional authorities in the process of implementing social policy, and what its results were by 1994. The scientific novelty lies in identifying the mechanisms for implementing social protection in the context of decentralization and transformation of post-Soviet Russia at the regional level. As a result of the research, it was established that the social protection system for the population is an integral part of state social policy, which is aimed at ensuring a decent standard of living for the population, especially citizens who find themselves in difficult life situations.
