The aim of the study is to identify key problems in the implementation of print censorship in the Russian Empire from the 18th to the early 20th century. Using historical-legal and comparative-historical methods, the article analyzes more than 200 years of the functioning of the print censorship institution. The scientific novelty of this work lies in the fact that it conducts a comprehensive historical-legal analysis of the problems of print censorship in the Russian Empire, taking into account changes in legislation and the socio-political sphere. The research has determined that print censorship in pre-revolutionary Russia was characterized by problems such as its punitive nature, politicization, arbitrariness, and subjectivism of censors.
