This research attempts to examine whether attitude, subjective norm, and perceived behavioral control influences entrepreneurial intention. It is based on theory of planned behavior. The second purpose is to investigate mediating role of entrepreneurship plan enactment on the relationship between entrepreneurship intention and entrepreneurship commitment. Respondents of this research comprised 344 students from 21 higher education in Indonesia. The sampling technique uses a multistage sampling technique. Data were gathered using an online questionnaire and hypotheses were tested with structural equation modeling. The results of this study indicate that attitude and subjective norms have a positive effect on entrepreneurship intention. However, perceived behavioral control has a negative relationship with entrepreneurship intention likewise an entrepreneurship plan also mediates a negative relationship between intention and commitment. This study has several practical implications for institutions and governments in Indonesia that are directly or indirectly involved in promoting entrepreneurial growth
