The article provides a comprehensive analysis of the functioning of state bodies and institutions in the process of realizing the right to education by minors in Ukraine. It is emphasized that education is one of the basic human rights and a critically important factor in socialization, personality formation, and ensuring equal opportunities. Special attention is paid to minors as a socially vulnerable category of the population that requires enhanced protection and support, especially in the face of modern challenges, in particular armed aggression and martial law. The study examined the regulatory framework that regulates children’s rights to education, and also analyzed the activities of the main bodies that manage education. Based on the analysis of Articles 62 of the Law of Ukraine «On Education» and 53 of the Law of Ukraine «On Complete General Secondary Education», a clear structuring of managerial powers was revealed, which indicates a desire for decentralization and a systemic approach in educational policy. It is noted that the effective implementation of the right to education by minors depends not only on legislative support, but also on the institutional capacity of government bodies, proper coordination between them, and adaptation to crisis conditions. The vertical structure of governance in the field of education, which consists of the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine, is considered, central executive bodies, in the sphere of management of which educational institutions are located, the Supreme Council of the Autonomous Republic of Crimea and the Council of Ministers of the Autonomous Republic of Crimea, local state administrations and local self-government bodies. It is emphasized that during the period of martial law, the need to expand the functionality of relevant bodies, strengthen interdepartmental cooperation, introduce innovative forms of learning, digital transformation of the educational environment, and improve the professional level of teaching and management personnel becomes more urgent. The importance of social support from structures that care for children who find themselves in difficult life circumstances is emphasized.
