Statutory Regulation of Construction in the Arctic Zone of the Russian Federation

The Arctic Zone of the Russian Federation needs to be developed as it brings considerable income to the Russian budget thanks to inflows from extraction of oil, gas, other mineral resources, the Northern Sea Route. Development of the North requires industrial and scientific personnel, specialists in various fields; it is impossible to develop this region without them. One of the most complex and primary tasks of the state is to create the required conditions for normal life in the North. One of the main threats to the national security in the Arctic is the low level of availability of comfortable housing, which is highlighted in the Strategy of Development of the Arctic Zone of the Russian Federation. Regions of the Arctic Zone are characterized by low volume of housing construction. In fact, it is three times lower than the average Russian level.
