The development of family foster care forms is closely related to the adopted assumptions of changes within the foster care system. The objective of the article is to demonstrate the directions of changes occurring in the family foster care system, to determine the relationship between the indicators of the deinstitutionalization process and the differences in the functioning of foster care system in towns with district rights and country districts. The study was carried out on the basis of financial and material reports on the performance of tasks in terms of family and foster care system support in the province of Silesia. The findings of the study provide a better understanding of the impact of the processes of change in the foster care system on the ongoing regression of the development of family foster care forms.
