Significance The surging growth in the elderly population has increased care needs at a time when economic and social change has put more onus on the state to provide or support care. Although more private nursing homes have been built in recent years, the major expansion has come in the form of community day-care centres. Affordability of the former remains a major issue. Impacts Incentivising child-rearing via preferential tax treatment, cash subsidy payments and enhanced childcare provision will be costly. Beijing may minimise social unrest by raising the retirement age gradually or even allowing potential retirees an element of choice. Further expansion of community day-care provision is likely but will not suit those with complex medical needs.
