The world's shift to a smart society emphasizes how crucial it is to use information and communication technology (ICT) to provide inclusive and effective e-government services. With an emphasis on Iraq, this study looks at the adoption of electronic government in emerging countries. using structural equation modeling (SEM) with partial least squares (PLS). The results show that the behavioral intention of residents to utilize e-government services is highly influenced by developments in technology, performance expectancy, effort expectancy, social in-fluence, and facilitation. Notably, adoption is positively influenced by technological considerations, performance expectancy, and effort expectancy, and negatively influenced by social factors. As a result, the conjectures (U4), (U5), and (U6) are validated. Furthermore, social influence and facilitating conditions were a positively significant influence on behavioral intention to use e-government (= 0. 125, t = 2. 824, p = 0. 005) and (= 0. 206, t= 3. 811, p= 0. 000), but social factors had a negative influence on behavioral intention (= -0. 111, t= 2. 213, p= 0. 027). So, the hypotheses (U3), (U7), and (U8) are supported.
