The article explores the possibilities of improving the sector of relations related to land and property by maintaining a balance between the interests, responsibilities and joint actions of the government, the private sector and civil society in Ukraine. Faced with the growing volume of documents requiring registration and cadastral recording, with limited possibilities for storing archives, the system of transactions with land plots faces the need for fundamental restructuring and optimization. In this context, blockchain acts as an innovative solution that provides decentralized data storage with a high level of reliability and security, opening up new opportunities for land management. The article analyzes the potential of using geographic information systems (GIS) and blockchain technologies to create reliable and transparent land accounting and registration systems, which will contribute to effective land use and protection of property rights. Optimizing the processes of collecting and storing documents related to the Unified State Register of Real Estate Rights requires regular expansion of archival spaces, and the development of a unified state system of registration of rights and cadastral accounting is critically necessary to achieve legislative and regulatory goals. An important advantage of the blockchain is the high reliability and openness of data, which eliminates the possibility of corrupt deals and reduces the costs of maintaining registers, increasing the efficiency of access to information. The use of geo-information systems and blockchain will allow Ukraine to transition to an innovatively oriented type of economy based on modern information technologies, which will ensure an increase in the efficiency of the civil circulation of land plots, the protection of real estate rights, and an increase in Ukraine's place in international ICT development rankings. The use of blockchain, adapted to legal requirements and procedures for registration of rights, will require the establishment of clear access and identification rules, as well as the definition of responsibility mechanisms to ensure the security and legal significance of the transactions carried out.
