Methodical Recommendations for Comprehensive Evaluation of the Balanced Development of Commodity Markets in Conditions of Instability

Topicality. In the conditions of instability and volatility of socio-economic processes, the modernization of scientific and methodical approaches to evaluation is taking place balanced development of economic systems, including commodity markets. In the war period, new analytical tasks arise, in particular, monitoring trends in the sustainable development of real sector markets in the context of the dynamics and structure of the national economy, taking into account the influence of internal and external factors in the analysis of trends in the balanced development of market systems of various types, evaluating the effectiveness of state policy and its impact on markets. At the same time, the issue of comprehensive evaluation of the sustainable development of relevant markets and their systems within commodity-geographic boundaries in conditions of instability remains insufficiently researched, which actualizes new scientific and methodological developments in this area.Aim and tasks. The purpose of the article is to develop methodical recommendations for a comprehensive evaluation of the balanced development of commodity markets in conditions of instability. Research task: to determine the general structure of the evaluation system and subgroups of its indicators; to provide a description of the content and vector of changes in indicators in the system of evaluating the economic, social and environmental component of the sustainable development of commodity markets; justify the expediency of differentiating indicators by subjects of the corporate and individual segments of the agro-food market.Materials and Methods. The results of the theoretical generalization of scientific works, methodical approaches and provisions in the direction of monitoring and diagnostics of the balanced development of socio-economic systems, as well as their "green" transformation, which are highlighted in publications of a fundamental and applied nature, as well as the provisions of the European vision of Industry 5.0 form an informational and methodical basis of research.The following methods were used to solve the tasks: generalization, system analysis, induction, deduction, synthesis, grouping, abstract-logical.Research results. Methodical recommendations for comprehensive evaluation of the balanced development of commodity markets have been developed, which are based on an assessment system consisting of 9 subgroups of indicators structured according to three components of development. To diagnose the economic component of the sustainable development of markets, 4 subgroups of indicators are proposed, focused on the assessment of price ratios in production sectors, physical and economic availability of food, investment and innovation development of relevant markets. Calculation of indexes of agricultural products and internal prices of producers in the subject dimension, dynamics of shares of corporate and individual segments in production, coefficients of discriminatory export prices are proposed.The social component of the sustainable development of commodity markets is represented by the dynamics of employment and labor productivity indicators in commodity market sectors. It is emphasized that in the post-war period, the return and effective use of labor resources will become an important factor in ensuring the resilience of commodity markets, which determines the applied significance of the diagnosis of the social component of sustainable development.To assess the environmental component of the balanced development of commodity markets, three subgroups of indicators are proposed, focused on measuring the dynamics of resource and environmental productivity of market sectors and their investment support. In this group, sectoral indicators of resource and environmental productivity of gross added value are key, which allow determining the environmental resilience of market systems, that is, their ability to produce added value with a neutral or positive impact on the environment in conditions of resource limitations, challenges and threats to the security environment.Conclusion. The scientific novelty of the conducted research consists in the development of methodical recommendations for a comprehensive evaluation of the balanced development of commodity markets based on the convergence of the concepts of sustainable, reproduction and resilient development, which allowed the construction of an extended system of indicators in the economic, social and environmental directions using both traditional and original indicators from with an emphasis on the dynamics of their changes in conditions of instability. The applied significance of methodical recommendations is determined by the possibility of their use by state and specialized institutions in the course of monitoring the implementation of the Sustainable Development Goals in the market-sectoral dimension, determining the trends of sustainable development of relevant markets in conditions of instability, substantiating the priorities of the balanced development of market systems in the context of the tasks of the Post-War Recovery Plan of Ukraine.
