The article notes that the despite the efforts of individual States to implement the provisions of international agreements, the results of which were evaluated at regular conferences of the Parties to The 1992 United Nations Framework Convention on Climate Change, significant progress in this direction has not been achieved, and the need to review legal approaches to climate protection and mechanisms for their implementation has been recognized internationally. The article analyzes the evolution of international legal norms of climate protection over the past three decades. A global analysis of global efforts to combat climate change on the planet has revealed insufficient progress in all three areas implemented in accordance with the provisions of the Paris Agreement: reducing emissions, taking adaptation measures and providing financial and technological support to vulnerable countries. At the UN COP28 Conference held in Dubai in 2023, it was decided to phase out the use of fossil fuels by 2050.
