We present the first empirical connection between quantum entanglement and cosmological observations through precise measurement of a universal structural parameter δquantum = 0. 014009 ± 0. 001472. Using IBM Quantum hardware and GHZ states (N=2–9 qubits), we establish a 61-order-of-magnitude scale unification connecting quantum coherence (10⁻³⁵ m), galactic dynamics (10²¹ m), and cosmological observations (10²⁶ m). Our results suggest dark matter represents structural residuals (δ) rather than particle content, demonstrating that gravitational dynamics depend not only on mass-energy distribution but also on quantum-mechanical structure preservation across scales.
