heritage assessment A Heritage Impact Assessment was carried out during February 2025 at 2 Worcester Road, Malvern, Worcestershire (part of the building that is no's 2-8), to support a planning application for proposed internal alterations to facilitate change of use to a public house incorporating staff accommodation, the building, which is Grade II listed, described as c1818 and later additions. The significance of the building, formerly the Royal Library, as a heritage asset, is understood within the context of its setting as part of the built Victorian heritage and the contribution it makes to the setting of this part of the historic town. The effect of the proposed re-ordering of the monument was assessed in terms of the visual impact it will have on this setting of the building within the former historic settlement. The assessment concluded that the proposed alterations for the building provided an opportunity to enhance the structure and its setting within the built heritage of Malvern including where the proposals would be beneficial and where original fabric should be retained.
