The present study was conducted with the aim of designing an educational capacity-building model focused on improving human resource productivity within Karaj Municipality. This applied–developmental research employed a thematic analysis approach in the qualitative phase and a descriptive–survey method in the quantitative phase. In the qualitative section, nineteen experts were purposefully selected based on the principle of saturation, and data were collected through semi-structured interviews. Content validity was assessed through expert judgment, while reliability was examined using the test–retest method and inter-coder agreement. In the quantitative phase, the statistical population consisted of all employees of Karaj Municipality, from which 212 individuals were selected through stratified random sampling. Data collection instruments included an 89-item questionnaire developed from the qualitative findings as well as a model validation questionnaire. Content and construct validity were evaluated, and reliability was measured using Cronbach’s alpha, composite reliability, and McDonald’s omega coefficients. Data analysis was carried out using SPSS (version 27) and SmartPLS (version 3). The findings indicated that the proposed educational capacity-building model comprises four key dimensions: skill development, organizational culture, reward systems, and technology. The final model demonstrated both internal and external validity and can serve as a foundation for enhancing human resource productivity in Karaj Municipality
