Abstract: We introduce Dimensional Measurement Equilibrium (DME), a purely effective field theoretic organizing principle that constrains the scale dependence of low energy observables in warped space times containing compact extra dimensions. DME does not introduce new microscopic degrees of freedom, modify space time topology, invoke dynamical dimensional reduction, or propose an ultraviolet completion. Instead, it enforces two equilibrium conditions on effective quantities when short distance probes approach compactification scales.
