We introduce an operational functional framework that allows the extraction of quantitative, experimentally comparable predictions from the ontological structure of the Historical Attractor Theory (HAT). The proposed functional does not define new dynamics nor replace existing effective theories, but acts as a generator of observable quantities constrained by historical selection, identification, and coherence loss. Empirical constants enter exclusively as calibration parameters, not as adjustable couplings. Several illustrative applications are presented, including quantum coherence limits for massive systems, bounds on quantum information processing, and structural transitions between quantum and classical regimes.
