This document defines an effective minimal model of the Universal Quantum Foam Hypothesis (UQSH). It characterizes the electron not as a fundamental point particle, but as a stable state mode of an underlying field medium. The model formalizes the structural properties of this medium, the binding density, and the interface with gravitational potential in the quasi-static regime. It is intended as an ontological extension of established physical theories.
