ABSTRACT : This study aims to identify the impact of overall human resource development on economic growth in Iraq for the period (1970-2019) using Federal Reserve Economic Data. The study examines the quality and level of human resource development in Iraq before and after 2003 using the statistical software (eViews 12). The study concludes that the human capital index per capita showed a significant increase during the study period, and that by the end of the period, the human capital index in Iraq did not decrease. The results also demonstrate a direct correlation between GDP and the growth of human capital per capita. An increase of one unit in human capital per capita leads to an increase in GDP and, consequently, Iraqi economic growth by 1,242,037 units, which is a positive indicator. The study also concluded with the following key recommendations: the continuous rise in Iraq's Human Capital Index, even amidst the wars and significant challenges the country faced during the study period, represents a major advantage that must be leveraged to achieve optimal levels of sustainable economic growth. This can be accomplished by increasing productivity, diversifying the economy, stimulating innovation and entrepreneurship, and improving public health through investment in healthcare to raise life expectancy and enhance the workforce's ability to contribute sustainably to the economy. Furthermore, the study found a direct correlation between Iraq's Human Capital Index and its GDP, demonstrating the true impact of human capital on economic growth. This relationship should be maintained and utilized for sustainable development by the government developing production plans that support both the public and private sectors to maximize benefits.
