This preprint introduces Cognitive Configuration Observation Theory, an observational framework for describing cognitive load without explanatory, diagnostic, or normative claims. Cognitive load is approached as a state response to unstable configurations, rather than as a deficit or limitation of cognitive capacity. The paper adopts a phenomenological and non-generalizing stance, treating subjective descriptions as observational data and refraining from classification, intervention, or optimization.
