Persistent digital exclusion in the Brazilian Amazon remains one of the most critical barriers to educational equity in Latin America. As of 2025, approximately 35% of Brazilian public schools lacked adequate internet connectivity, with the northern region accounting for nearly 90% of unconnected institutions. This paper examines a landmark civic-led initiative in which Eric Bartunek, a 17-year-old student from São Paulo, successfully negotiated the donation of 140 Starlink satellite antennas for remote public schools in the municipality of Manicoré, through SpaceX’s Starlink for Good philanthropic program. Grounded in theories of digital inclusion, educational technology, and social entrepreneurship, this study analyzes the contextual drivers, stakeholder ecosystem, implementation model, and projected impact of the initiative. We argue that this case illustrates a novel civic brokerage model for last-mile connectivity delivery—complementing, but not replacing, structural governmental obligations. Findings suggest that low-Earth orbit (LEO) satellite technology, when combined with multi-sector partnerships, holds significant promise for dismantling the digital divide in geographically isolated communities, with an estimated 14,000 students set to benefit. Implications for education policy, satellite governance, and youth-led social innovation are discussed.
