To prevent monopolization and institutional capture, the Charter defines three parallel competition tracks: Track A (Full System Development, USD 300,000 per team), Track B (Component Development, USD 50,000–100,000 per team), and Track C (Open Community Track, unlimited participation). All competition operates under canonical documents, independent judging panels, CRO-based validation, and strict non-derogable compliance boundaries. The framework is issued and maintained by the Salpida Institute of Consciousness Science (SICS) as a neutral, non-operational canonical authority.
