The subject of this study is the competence of municipal authorities in the field of physical culture and sports as a set of matters under their jurisdiction, as well as their rights and obligations. The article describes the reasons for the reorientation of state policy from elite sports to physical culture and mass sports, and argues for the increasing role of local self-government in the development of physical culture and sports. The work analyzes the interrelation of local issues of municipal entities of various types concerning the development of physical culture and sports at the local level with the powers of local self-government and expenditure obligations enshrined in Federal Law No. 329-FZ of December 4, 2007, "On Physical Culture and Sports in the Russian Federation." The methodology of the research is based on legal hermeneutics, which offers a set of tools and approaches for interpreting and understanding the meaning of legal norms at the intersection of sports and municipal legislation, as well as comparative legal and formal legal methods. As a result, the following were identified: – certain logical contradictions in the relationship between issues of direct livelihood for the population of the municipal entity in providing conditions for the development of physical culture, school sports, and mass sports, as well as the organization of official physical education and sports events with the powers to address them; – gaps in legislation related to the lack of mention of key obligations of municipalities, such as, for example, the construction, maintenance, and organization of work of sports facilities; – inconsistency of municipal powers with the expenditure obligations of municipal entities. A separate issue was raised regarding the contradiction between sports and budget legislation, and a proposal was made to remove the list of expenditure obligations from Federal Law No. 329-FZ of December 4, 2007, "On Physical Culture and Sports in the Russian Federation."
