In Kigali, Rwanda's capital, innovation hubs have emerged as pivotal components of a nascent startup ecosystem aimed at fostering entrepreneurial activity and economic growth. No empirical data were collected as this is a policy analysis focusing on existing literature and stakeholder interviews. The analysis draws from previous studies on startup ecosystems globally. Innovative hubs in Kigali have significantly increased access to mentorship, funding, and networking opportunities for start-ups, particularly in high-tech sectors like ICT and biotechnology. The findings underscore the importance of supporting innovation hubs as a strategic policy intervention to strengthen Rwanda's startup ecosystem and drive economic development. Policy recommendations include increased investment in infrastructure for these hubs, collaboration with international partners for knowledge exchange, and provision of tax incentives for businesses incubated within these hubs.
