This paper argues that the Hubble constant H0 is not a constant but varies with redshift as a function of the universe's thermodynamic and information state. The persistent 5-sigma Hubble tension — a 9% discrepancy between early-universe (CMB) and late-universe (local distance ladder) measurements — is reinterpreted as two correct measurements made with different rulers running at different clock rates. The framework predicts intermediate H0 values of 68–70 km/s/Mpc at z > 1. 5, consistent with JWST high-redshift data. The prediction was timestamped October 2025.
