This study analyzed the content of 992 complaints related to low fertility posted on the online petition bulletin board, e-people, from 2006 to 2022. The results of the CONCOR analysis are as follows: First, the government should actively promote its childbirth and rearing policies to all citizens. Second, it is essential to understand men's perceptions of marriage and childbirth, as well as the associated social burdens. Third, targeted measures are necessary for various family types, including families of foreign pregnant women, families of infants with disabilities, and single-parent families. Fourth, there is a need to expand medical services and psychological support for elderly and infertile women. Fifth, policies aimed at improving social awareness of multi-child families are required. Finally, efforts should be made to address the needs and conflicts faced by infant care personnel.
