TITAN (Topological Information-Tension & Astro-Network) is a heuristic framework proposing that dark matter phenomenology, MOND-like dynamics, and early structure formation emerge from a network of entangled primordial black holes (PBHs). Horizon-area entanglement links between PBHs form a scale-free Mesh with correlation length ξ₀ = 23 pc. The MOND acceleration scale a₀ = λperc (cH₀/2π) follows from percolation exponents. The framework reproduces flat rotation curves, the Baryonic Tully–Fisher relation, and predicts a 10–100× excess in z > 10 galaxy counts, nHz gravitational-wave anisotropy (C₂/C₀ ~ 10⁻²), and femtolensing constraints (fPBH ≲ 0. 3). All results are preliminary and offered as an open invitation for community critique and extension.
