AbstractThe apparent absence of detectable extraterrestrial technological civilizations, known as theFermi Paradox, remains a major unresolved problem in astrobiology.This work introduces Global Complexity–Stability Theory (GCST), a frameworkdescribing the stability limits of complex systems across planetary, civilizational, and galacticscales.We derive a physically parameterized expression for the galactic recovery potential based on observable astrophysical quantities:● galactic mass● galactic radius● star formation rate.From this parameter we obtain:1. a stability ceiling for advanced civilizations2. a closed-form estimate of the mean separation between civilizations.
