This preprint introduces a discrete algebraic framework based on a60-state cyclic system decorated by Fibonacci residue structures. Within this framework, particle-like sectors, a natural rank-3 generationstructure, a leading flavor mixing relation, and a stable neutraldark-sector candidate emerge from a common arithmetic construction. This release is intended as a public conceptual disclosure of theframework and its principal predictions. Full technical derivations,reconstruction algorithms, and implementation details are reservedfor future technical publications.
