This work studies a discrete tessellation over the modular ring Z₉ governed by a local balance constraint applied to every 2×2 block. Although the rule is purely local, its repeated overlap forces a global additive separable structure. The resulting lattice exhibits intrinsic arithmetic organization, global periodicity, and admits a natural toroidal closure.
