This project introduces the Health Integration and Performance Analytics (HIPA) Framework, a proposed data-driven approach for monitoring and evaluating health system performance in Indonesia. The framework is designed to integrate multi-dimensional indicators, including system capacity, service delivery, health outcomes, and socio-economic context, into a structured and scalable monitoring tool. Using provincial-level data from Profil Kesehatan Indonesia (2017–2024), this study demonstrates the application of the HIPA Framework as a proof of concept for continuous health system monitoring. The framework constructs composite indices to assess key dimensions of performance, with a particular focus on service integration as a critical mechanism linking inputs to outcomes. The findings show that service integration is the primary driver of health system performance, while traditional measures of capacity (e.g., infrastructure and workforce) have limited explanatory power. In addition, the analysis highlights substantial inefficiencies and regional disparities, as well as the significant role of socio-economic factors, particularly poverty, in shaping health outcomes. Simulation and cost-effectiveness analyses further demonstrate that improvements in service integration can generate measurable and system-wide gains in performance, delivering significantly higher returns compared to capacity expansion alone. Beyond its empirical contribution, this work positions the HIPA Framework as a practical policy tool. It can be applied annually to Indonesia’s health profile data to support: performance tracking across provinces and over time, benchmarking and identification of underperforming regions, evaluation of policy interventions, and evidence-informed decision-making within national and subnational health systems. Overall, the HIPA Framework provides a replicable and policy-relevant approach to transforming routine health data into actionable insights, with the potential to strengthen health system governance and accelerate progress toward improved health outcomes in Indonesia.
