Justice Decision Observability™ (JDO) establishes the first operational discipline designed to make decision environments observable, reconstructable, and predictively governable within correctional and justice systems. This Version 1.3 publication expands the doctrine through the introduction of the Decision Risk Pattern Index (DRPI™), enabling structured identification of failing decision environments across time. The framework is operationalized through three integrated methodologies: Deployment Context Risk Review (DCRR™) Critical Event Governance Review (CEGR™) Decision Risk Pattern Index (DRPI™) Together, these components establish a system for observing, reconstructing, and detecting failure conditions within decision environments prior to critical events. This publication builds upon Version 1.2 and represents the first fully integrated doctrine incorporating predictive governance.
