Abstract. Efficient nurse staffing is a critical determinant of healthcare quality, patient safety, and workforce sustainability in hospital settings. This study examined the impact of efficient staffing on patient care outcomes at the Veterans Memorial Medical Center (VMMC), a tertiary government hospital in the Philippines experiencing persistent staffing challenges. Guided by Donabedian’s Quality Framework, Herzberg’s Two-Factor Theory, and Betty Neuman’s Systems Model, the study employed a sequential exploratory mixed-method design involving 30 participants, including 15 nurses and 15 patients. Qualitative data were collected through open-ended responses to explore experiences related to workload, care quality, and satisfaction, followed by quantitative surveys to measure identified variables. Findings revealed that nurses strongly agreed that adequate staffing improves workload management, enhances job satisfaction, reduces burnout, and supports safe and timely patient care. Patients similarly reported improved responsiveness, better communication, increased safety, and higher satisfaction when staffing levels were sufficient. Statistical analysis demonstrated significant relationships between staffing efficiency and nurse-related outcomes, including workload, job satisfaction, retention, and support systems, as well as patient-related outcomes such as responsiveness, communication, safety, and overall satisfaction. The results also indicated minimal demographic differences among respondents, suggesting that staffing challenges are systemic and consistently experienced across groups.The study concludes that efficient staffing plays a crucial role in improving patient care outcomes, strengthening nurse well-being, and enhancing healthcare delivery. These findings underscore the need for evidence-based staffing strategies, improved workforce planning, administrative support, and retention initiatives to ensure sustainable healthcare services. The study contributes to the growing body of evidence supporting staffing optimization as a key strategy for improving patient outcomes in government healthcare institutions and similar hospital settings globally.
