The global economy is built on intelligence. Every business problem, scientific discovery, engineering challenge, and strategic decision ultimately reduces to a question of expertise — who has it, how to find them, and how to pay for it fairly. Yet the infrastructure for exchanging intelligence at scale remains fragmented, unverified, and economically inefficient. Professionals maintain separate identities on LinkedIn (reputation), GitHub (proof of work), Upwork (transactions), and dozens of niche platforms. None of these connect identity, contribution, and economic value into a unified, verifiable system. This paper specifies Technē (from Greek τέχνη, “craft, skill, art, technique”), commercially branded as TNA (Technology Nucleus Algorithm): the first unified marketplace for applied intelligence and the application layer of the Techmanity Stack. Technē is not a platform built alongside the stack — it is the stack made visible, accessible, and economically real for every technologist, researcher, organization, and institution on earth. Built on TIP v9.0 (verified identity), PSW v1.0 (personal environments), MetaMesh v1.0 (execution infrastructure), HIE v1.0 (cognitive value economy), ActionAgent (outcome agents), and Evollective Intelligence v1.0 (competitive ranking), Technē provides a single interface where five things happen simultaneously: Identity is proven. Verified credentials from TIP, contribution history from PSW, and competitive rankings from Evollective Intelligence combine into the TNA Intelligence Score (TIS) — the first multi-dimensional, adversarially validated, cryptographically portable measure of professional capability. Expertise is discovered. The Intelligent Discovery Engine — a feed and search system ranking by TIS and verified economic impact, not followers or self-reported endorsements — connects problems to experts with precision unavailable anywhere else. Value is monetized. The Gradient of Access (four tiers from public to deep access) implements HIE’s Intellectual Micro-Commodity framework as a concrete product: subscriptions, paid interactions, output licensing, outcome contracts, and time auctions, all settled through the Global Intention Exchange. Scale is achieved. The AI Twin — a specialized ActionAgent trained on the expert’s PSW knowledge base — handles volume at unlimited scale while the human focuses on premium interactions. One expert can serve millions without burnout. Outcomes are guaranteed. The Transformation Journey framework and outcome-based escrow contracts shift the value proposition from “access to expertise” to “guaranteed results from expertise,” commanding premium pricing and aligning incentives perfectly. Technē is not a LinkedIn competitor, a freelance marketplace, or a creator platform. It is the economic operating system for the intelligence economy — analogous to what Stripe is to payments, Shopify is to commerce, and Bloomberg is to financial intelligence. People don’t pay for content. They pay for access to capability. Technē is where that capability is discovered, proven, and paid for at the scale the global economy requires.
