This project presents the "Digital Truth Charter", a legal and technical framework designed to bridge the accountability gap in military artificial intelligence and autonomous weapon systems. As AI reshapes the modern battlefield, traditional International Humanitarian Law (IHL) faces challenges regarding data integrity and the chain of command. This research proposes three foundational pillars: 1-The Blockchain Black Box: An immutable, decentralized ledger to record AI decision-making processes. 2-The Red-Line Code: Hard-coded safeguards ensuring AI compliance with IHL principles (Proportionality, Distinction, and Necessity). 3-Civilization Chains: A mechanism for the secure declassification and transfer of military data to civilian oversight to ensure historical accountability.
