This paper supplies the theory bridge between the imported operator stack and the observational programme in the Universal Grid Mechanics corpus. It adopts frozen UGM02 as foundation and uses UGM00 as the enriched predictive regime in the directional-response sector. The paper contributes four things: a bridge taxonomy of observer-relevant response channels aligned with imported relaxation branches; the imported directional-response proposition that purely radial total response is non-generic under nontrivial directional memory loading except in the dynamically trivial case; a scoped radial-lane projection programme fixing the declared radial lane, bounded monotone inversion class, and imported minimal projector scaffold from MMGS; and a sharpened domain-selection caution requiring projection-layer diagnostics to be interpreted on declared quasi-steady formation domains rather than undifferentiated full-disk samples. The paper does not close the full observation scaffold Πobs, does not derive the final angular operator, does not complete tensor closure, and does not promote the opposite-directed branch from conditional possibility to finished theorem. Its contribution is the interpretive and scoped-projector layer that MMGS, the constrained-inversion paper, the Milky Way companion, and the later SPARC paper require in order to speak coherently about directional loading, retained history, and branch-sensitive residual structure without reverting to radial-default language.
