As China's global influence grows, its diplomatic corps has become a central tool of foreign policy. Yet, little is known about who these diplomats are or what shapes their careers. This article introduces the Chinese Diplomatic Elite Biographical Dataset, an original dataset covering over 800 “high-ranking” Chinese diplomats appointed between 2012 and 2024. It provides one of the first systematic analyses of the composition and deployment of China's diplomatic elite under Xi Jinping. The findings reveal interesting patterns: ethnic minorities and women are proportionally underrepresented, and nearly half of all diplomats have experience in local government and come from a handful of provinces and universities. A statistical analysis further shows that female diplomats are less likely to have senior diplomatic roles and are more likely to be posted to countries with strong records on gender equality. These results highlight how identity and strategy intersect in Chinese foreign policy. The Chinese Diplomatic Elite Biographical Dataset opens new avenues for research on Chinese elite politics and foreign policy, with both theoretical and policy implications for understanding the largest diplomatic network in the world.
