Building on the theoretical foundations established in Part I 1, we present the completenumerical predictions of the Dynamical Fourier Field (DFF) cosmological model and com-pare them directly to current observations. The DFF modified Friedmann equation, derivedfrom the spectral action principle, is fully specified by a single structural parameter — thecoherence power-law index αC = 0.03525 — that is fixed entirely by the observed Hubbletension (Hlocal0 = 73.50 km s−1 Mpc−1 vs. HCMB0 = 67.24 km s−1 Mpc−1) with no additionalfree parameters.
