This technical note documents Phase 7. 3 of the APR-Shaper build cycle, the operator severity authoring and norm completion phase for v6. 2. 3. Phase 7. 3 closes the two residual scoring gaps identified in the Phase 7. 2 baseline: sector-inferred violation severity values and prose-stored cultural alignment values that the norm scorer could not interpret. Two operator-authored fields were introduced: a violation severity classification at the profile level, allowing operator intent to override sector defaults; and a cultural alignment classification that the scorer reads directly, leaving the explanatory prose intact as an auditor-facing narrative. A locked operator content batch was authored and applied across all 27 canonical profiles. The Phase 7. 3 baseline result is topology 27/27 A, norm 22/27 A and 5/27 B, with zero profiles below B and no pending operator review items. The five B-band profiles are the Riverstone Law agents carrying moderate violation surfaces by operator intent — a deliberate governance distinction, not a scoring gap. The Phase 7. 3 result establishes the fully resolved norm layer for the BATCHFORMATION₂026Q2₀01 regression set. Behavioral topology is machine-derived; norm content, expectations, and severity classifications are all explicitly human-authored.
