This record provides the v1. 6 release of OPF Core, the classification-core line of Observation-Point Fixing. OPF Core advances a minimal theoretical claim: scientific classification becomes theoretically licensable only under a declared fixed setting Sigma = (O, C, R), where O denotes observation-point, C denotes coordinate frame, and R denotes readout condition. Where such fixation does not sufficiently support stable closure, the valid scientific output is incompleteness rather than forced classification. This release is intentionally narrow in scope. It does not claim to replace domain equations, prove the Riemann Hypothesis, prove Navier-Stokes regularity, or establish a final universal law of nature. Its claim is limited to the minimum condition under which a classificatory act becomes scientifically licensable at all. Companion relation: This manuscript is complemented by Knowledge Governance Theory (KGT) v1. 6, which develops the governance structure around classification, non-closure, revision, and public classificatory control. The two lines are distinct, complementary, and non-substitutive. Author: Hisashi Suga (Gaasu13 / Ikigakusha / COME HERE GAASU FOREST) Claim posture: Fact-based / No overclaim / Non-circular
