This working hypothesis (V1. 1, companion to V1. 0) outlines the proposed mechanism by which the cosmic neutrino background (CνB) relic neutrino superfluid serves as the primary non-local holographic medium for sovereign Psi phenomena, including telepathy and self-referential information access. Key elements include: • DNA as a scalar-wave cryptographic tuner that phase-locks altruistic coherent intent (heart-brain coherence at ~7 Hz) into the isotropic CνB (~336–340 cm⁻³, ~10^-4 eV) via fractal toroidal moments and negentropic processes, without electromagnetic intermediaries. • A two-layer discernment model distinguishing depletable, open-system dissipative plasma structures (EM/astral condensate; see Tsytovich et al. 2007, Lozneanu & Sanduloviciu 2007, Joseph et al. 2024) from the immutable, non-depleting Neutrinoverse layer. • Reciprocal biophysical feedback: coherent choices update the individual’s DNA key across personal timelines, supported by non-local DNA conformation studies (Gagliardi & Mondini 2018). • Practical sovereign protocol and falsifiable experimental vectors (TES microcalorimetry, beta-decay correlations, Faraday-cage persistence, controlled DNA trials).
