TCF(£) is a two‑level theory of causal generation. Level 1 is purely combinatorial, defined by one causal axiom, a universal quantum £, a minimal time T0, and a maximal causal flux. A Poisson generation law and a causal Mecke–Slivnyak identity fully determine the dynamics. The stability of the flux selects dimension 4 uniquely. A Hausdorff topology emerges in the limit N→∞. Level 2 physics arises by smoothing: the causal order yields the conformal structure, the global parameter 1/N fixes the metric scale, and quantum mechanics and general relativity appear as complementary projections of the same causal dynamics. No free parameters remain at Level 2.
