The article focuses on optimizing state support measures for small and medium-sized enterprises (SMEs) in the Far Eastern Federal District (FEFD) by developing a comprehensive methodology for assessing their effectiveness. The author analyzes the current state of the SME sector in the region, identifying positive trends (an increase in the number of enterprises, high growth rates in certain areas) and problematic aspects (uneven development, low growth rates in strategically important regions). Existing methods for evaluating the effectiveness of government programs, their limitations, and the need for adaptation to regional specifics are examined. An integrated assessment model is proposed, incorporating three key indicators: alignment of measures with priority sectors, socio-economic development of the region, and budgetary efficiency. The methodology is based on quantitative and qualitative indicators, as well as expert assessments. In conclusion, prospective measures are presented, such as the implementation of digital monitoring platforms, a modular-block approach, and the use of blockchain technologies to enhance transparency and targeted support. The research findings can be used to optimize government programs and improve their effectiveness, taking into account the unique economic and geographical characteristics of the FEFD.
