This scientific article presents a methodology for assessing the effectiveness of social integration of special economic and legal regimes (SELR) using the Novgorod region as an example. The developed methodology (MESI) allows for a quantitative and qualitative assessment of a social degree integration within the framework of the SELR functioning in the regions. The article presents key indicators, calculation formulas, calculation examples and comparative tables, allowing to analyze and forecast the prospects for development of the regional economy in the context of SELR and its impact on the regional socio-economic agenda. Conclusions are formulated on the applicability of the methodology and its significance for the management of regional socio-economic development. The methodology for assessing the effectiveness of the social integration of special economic and legal regimes was tested in the work of the Novgorodskaya Special Economic Zone (SEZ), which allowed us to confirm the positive effect of the functioning of the special zone on the social and economic situation in the region. Despite a number of low indices of actual creation by residents of the SEZ, it was concluded that the Novgorodskaya SEZ is developing and has a certain potential for improvement and growth of socio-economic indicators.
