The Alpha Void Tear is reinterpreted as a dynamic maelstrom — a spinning eccentric vortex that functions as the fundamental plumbing unit of reality. This paper introduces Greer’s Dynamic Equilibrium Law, which states that persistent structures maintain stability through perfect balance between continuous leakage current (the Greer Tax) from the magnetic moment and reclamation waves from the substrate. From this foundation, the paper derives the leakage current equation, breakdown potential, reclamation wave equation, and the explicit photon solution. It shows that the same cosmic plumbing mechanism governs phenomena across all scales: photons as microscopic maelstroms, tornadoes as macroscopic maelstroms, and larger structures such as galaxies. This work unifies electro-thermal vortex dynamics with the broader Charge-Entanglement Ontology, offering a pre-geometric, scale-neutral picture of reality in which propagation and conservation laws emerge naturally from dynamic equilibrium.
