Port cities are territorial infrastructures where logistics, urban development, and economic networks converge. In the Western Sicilian Sea, the Strategic System Planning Document (DPSS) redefines ports as nodes in value chains and as components of a cooperative network. In this context, Termini Imerese emerges as a complementary intermediate port to Palermo. This paper analyses the port's historical development and the new Port Master Plan, demonstrating how its transformation into a multifunctional urban waterfront is driven by system strategy rather than local growth.
