Ukraine's accession to the EU is not primarily blocked by political goodwill but by economics and institutional constraints. The challenge is that Ukraine is simultaneously one of Europe's largest agricultural producers, a country requiring extensive reconstruction after the war, a potential major recipient of regional development funds and a candidate whose accession requires unanimous approval from all EU member states. This creates a dilemma. Net-contributor states such as Germany, France, Netherlands, and Sweden are reluctant to significantly increase their contributions, while current beneficiaries of EU cohesion and agricultural funds may resist sharing existing resources with a new large recipient. However, Ukraine possesses several strategic assets that could alter this calculation:
