By establishing emergent gravity through the minimization of informational redundancy in pre-geometric scalar fields, this work demonstrates a natural mechanism to reconcile the background expansion rate of the universe with the growth of its large-scale structures. Utilizing the functional renormalization group (FRG), the model eliminates the need to fine-tune independent parameters for early and late-universe observations.
