This paper addresses the ontology of information based on the Energy Sea framework and the axiom of information immortality. It constructs an eleven-stage ladder of information transition from material structure to cosmic-level information immortality. We define information purity and show that high-order information achieves trans-membrane survival independent of physical carriers. The framework unifies Shannon information theory and offers a consistent interpretation to the black hole information paradox.
